How does the institute verify that its research has been cited in parliament?

Verification is conducted by a dedicated research librarian who cross-references each claim against the official record of the relevant chamber — the Congressional Record (U.S.), Hansard (UK), Plenarprotokolle (Germany), the Procès-verbaux of the Assemblée nationale, and the Országgyűlés jegyzőkönyvek — and against chamber-published committee transcripts and question papers. A citation is only entered into the ledger when the verbatim text names the institute, a published brief, or a dataset that is uniquely attributable to CGI. Self-referential mentions in press releases do not count.

Why does the ledger cover only the past 24 months?

Parliamentary citation is a leading indicator of policy influence, not a retrospective tally. Publishing the trailing 24-month window gives legislators, journalists, and members a current view of where CGI research is actively shaping debate, while older citations remain available on request and through our annual impact report. A full archive of the 142 published briefs and their downstream references is maintained in the briefs archive.

Can legislators or their staff request the underlying dataset behind a cited brief?

Yes. The institute provides extended briefings — including the Offshoring Impact Database and country-specific impact models — to qualified legislative staff, parliamentary research services, and committee secretariats upon verified request. How a citation is counted, and how it is verified.

The ledger above is the institute's authoritative record. It is maintained by a dedicated research-verification desk in our Washington office, working from primary sources only.

What counts as a citation

For the purpose of this ledger, a citation is the use — in a sitting of a national or supranational legislative chamber, in an adopted committee report or opinion, or in written evidence formally received by a select committee — of any work published under the institute's name, including peer-reviewed articles authored by institute staff and policy briefs carrying the institute's ISBN. Mere reference to a dataset, without attribution, is not counted. Press citations, op-ed mentions, and references in advocacy materials are excluded.

How each citation is verified

Every entry in the ledger is matched against the official transcript or journal of the citing chamber: the Congressional Record (U.S.); Hansard (UK); the Plenarprotokoll and Drucksache series (Germany); the Compte rendu intégral (France); the Országgyűlési Napló (Hungary); and the European Parliament's adopted-text register. The verification desk records the date, the speaking member or rapporteur, the relevant paragraph or column number, and the precise manner in which the work was cited. Records that cannot be confirmed against a primary source are not published.

Why this ledger, and not the institute's own count

The number 63 refers exclusively to verified citations in sitting chambers during the twenty-four months ending October 2024. It does not include citations in party-political literature, in regulatory consultations, or in the academic literature, all of which the institute tracks separately. The figure is conservative by design: it undercounts, rather than overcounts, the institute's parliamentary footprint.
